Philip Marcel Karré is senior researcher and lecturer at the Netherlands School for Public Administration and conducts a PhD-research on the governance of hybrid organizations in Dutch waste management.

Philip Karré

Philip Marcel Karré (born 1978 in Villach, Austria) studied political sciences and communication sciences at the University of Vienna. In 1999 / 2000 he spent a year at the department of public administration at Erasmus University, Rotterdam, The Netherlands. While studying Philip Karré worked as a journalist for newspapers (Der Standard, Vienna and Berliner Kurier, Berlin), as an assistant editor for Viennese publishing house Zsolnay and as a policy researcher for the Austrian Liberal Party.

For his master’s degree in political sciences (magister philosophiae), Philip Karré did a comparative study about the motives behind the privatization and autonomization policies in Austria and The Netherlands. The developments on the public / private frontier are his main research topics since.

Philip Karré works as a senior researcher and lecturer at the Netherlands School of Public Administration in The Hague. He also conducts a PhD-research on the governance of hybrid organizations in Dutch waste management under the supervision of Prof. dr. R.J. in ‘t Veld and prof. dr. J.J. Boonstra.

At the NSOB Philip Karré contributes to its educational programmes for civil servants, for example as lecturer in a course on (Good) Governance and stakeholdermanagement. He is also one of the core members of the research programme Governance between state, market and civil society of its think tank, where he also contributes in research on other topics. In the past, Philip Karré has also worked for other consulting firms and has participated in research programmes of the Dutch National Court of Audit (ARK) and the Scientific Council for Governmental Policy (WRR).

Philip Karré is one of the editorial assistants of Bestuurskunde, the scientific journal of the Dutch Association for Public Administration. He himself publishes on topics such as governance, hybrid (public/private) organizations and the management of strategic alliances. Some of his most recent publications are:
